“Provides guidance for permitting the carrying of privately owned firearms on DoD property by DoD personnel for personal protection purposes that are not associated with the performance of official duties.”
This is the top down authorization for military commanders to authorize their troops co carry firearms concealed for personal protection not associated with official duties. It provides a frame work for training and certification.
This is very good news, It does not provide immediate change for the guys at the bottom, but it starts a process and allows commanders the discretion to take the steps they feel prudent.
